Diplomacy and foreign policy in Europe are changing. Once considered the exclusive domain of Member States, the Lisbon Treaty empowered the EU to assume a more dominant role in these areas. Decisions regarding aid and foreign investment, access to markets and international diplomacy are increasingly coming from the 27-member strong voice of the EU rather than from individual countries acting on an ad hoc basis.
