Luc Werring
Luc Werring is a senior adviser to H&K Belgium’s energy and environment practices. Prior to joining H&K, Luc worked in the European Commission in the fields of transport and energy for 23 years. He initially handled issues relating to transport infrastructure, road safety and vehicle technology within DG TREN.
In 1991, he was appointed Head of Unit for matters relating to Safety, Technology and Environmental aspects of Land Transport in the Directorate General for Transport. In 2000, he took over the Unit dealing with “Regulatory Policy and Promotion of New Energies and of Demand Management in DG Energy. In 2005, he became the Principal Advisor (Directors level) to the Director General of DG Energy. He also served as a “Sherpa”/advisor to Commissioner Piebalgs in the High Level Group on Competitiveness, Energy and Environment.
In his years at the Commission, Luc was responsible for the preparation and adoption of the 6 Directives on (1) renewable electricity, (2) energy performance of buildings (3) biofuels (4) co-generation (5) eco-design of energy consuming products and (6) energy efficiency and services.
Previously, Luc was a lecturer at the Polytechnic University in Leeuwarden (NL) and project manager at an engineering firm (Arcadis) in Arnhem. He is on the Board of the Rotterdam Climate Initiative. In 2006 he wrote a 700 page book titled "EU Environmental Law“ that was published in the Series "EU Energy Law" by CLAES & CASTEELS bvba.
